Margaret RLL Kelly, born in the country town of Bundaberg in Queensland, Australia, is a former senior Commonwealth of Australia public servant in the Department of the Prime Minister and Cabinet.
Her first degree is in English Language and Literature (UQ), her second is in Law (ANU), and her third is in constitutional history and constitutional law from Macquarie University. Her doctoral dissertation entitled King and Crown: An Examination of the Legal Foundation of the British King (1998) was examined by Professors John Morrill, John Cannon, and Michael Detmold.
Dr Kelly is now an adjunct to Macquarie Law School, where she taught constitutional law, administrative law, Politics and the Constitution, and supervised the Jessup International Law Moot team for that School. She publishes in academic journals as MRLL Kelly, and in newspapers as Margaret Kelly.
